Eminent Ambassador of Mexico (ret.); with over four decades of diplomatic experience in promotion, protocol, and cross-cultural communication.
He was active in the Mexican Foreign Service for over four decades retiring in 2018 with the presidential distinction of Eminent Ambassador.
In Mexico, he served as Undersecretary for Latin American Affairs, Chief of Protocol, Director-General
for North American Affairs and Chief of Staff to the Secretary of Foreign Affairs.
Previous to his promotion to Ambassadorial rank he was commissioned to the Mexican embassies in the United States, Canada, United Kingdom, former East Germany and Austria.
As Ambassador, he represented Mexico in Germany, Switzerland (including Liechtenstein), Sweden (including Latvia and Lithuania) and Norway.
He has been decorated by the governments of Germany, Sweden, the Netherlands, Greece and Brazil.
He graduated from the Law Faculty of Mexico’s National University and studied International Relations at the University of Vienna in Austria.
He has published articles on international topics and Mexican foreign policy and has lectured at academic institutions in Mexico and abroad.
In addition to Spanish, he is fluent in English, German and French and has basic knowledge of Russian and Italian.
